City of Ellinger Minutes from the meeting of the City of Ellinger held on April 27th, 2023.

1. Meeting was called to order by Mayor Mikulenka at 6:00pm at the City of Ellinger City Hall.
2. Pledge of Allegiance was recited to the United States Flag and to the Texas Flag.
3. Invocation was presented by Mayor Mikulenka.
4. No Public comment. Motion by Matt Mikulenka to close public comment, 2nd by Kenneth Stojanik, motion carried.
5. Minutes from the previous meeting were reviewed. Motion by Matt Mikulenka to accept minutes, 2nd by Kenneth Stojanik, motion carried.
6. Treasures report was given. Motion by Joseph Lamer to accept report and to pay all bills, 2nd by Matt Mikulenka, motion carried.
7. Old Business:
a. Report given on the acquisition of NO THRU TRUCK signs by Joseph Lamer.
8. NEW Business:
a. E-mail read from Dalton Friedrich concerning manufactured home replacement. The owners, Mike and Miranda Schlabach, were present at the meeting to answer questions about the replacement. Motion by Joseph Lamer to allow owners to replace manufactured home pending request from the owner that states they will comply with Ordinance 2023-02, 2nd by Kenny Stojanik, motion carried.
b. Discussion on road closure request by the Fire Department to accommodate their drive thru meal pickup. Motion by Joseph Lamer to allow the road closure between the hours of 09:30hrs to 13:00 hrs for street Colorado Sky from Munn Street to FM 2503, 2nd by Kenneth Stojanik, motion carried.
c. Reviewed the proposed agreement between Bluebonnet Electric and the City of Ellinger concerning franchise tax and right of way usage. Discussion was held. Motion by Joseph Lamer to table item until our legal team has a chance to review it, 2nd by Kenneth Stojanik, motion carried.
d. Discussion was held on need to have an inter-local agreement between the City of Ellinger and the County in reference to Ordinance enforcement. Motion by Joseph Lamer to table item until our Mayor can contact the County legal department to work up an agreement, 2nd by Kenneth Stojanik, motion carried.
e. Mayor Mikulenka informed the Commissioners of the need for a laptop for the City Secretary to help with City processes relating to need to access information in a timely manner. Motion by Matt Mikulenka to purchase one additional laptop for the City Secretary, 2nd by Kenneth Stojanik, motion carried.
f. Mayor had brought this up for informational purposes. The City already had voted to allow the Mayor to purchase gravel and dirt as needed. No action taken.
g. Discussion was held on the need to replacement culvert to accommodate water flow. This will be addressed when we find out if we get our CDBG money to solve our drainage problems in the City. No other action taken.
h. Discussion was held on right of way obstructions that could cause problems when the City starts the project to cure the City’s drainage problem. Motion by Joseph Lamer to get legal advice on a letter to be send to all individuals who have obstruction on our easements causing a possible problem, 2nd by Matt Mikulenka, motion carried.
i. Discussion was held on the need for a road closure policy within the City. It was noted that the County always needs to be notified of road closures in case of emergency situations. A draft will be worked on for a road closure resolution and will be presented at the next meeting.
j. Ellinger Chamber of Commerce, Ellinger Fire Department and the City of Ellinger will co-sponsor a Self Awareness Class on May 7th from 2 to 5pm at the Ellinger Chamber of Commerce Hall. Motion by Matt Mikulenka to pay for 1/3 of the expenses for the class, 2nd by Kenneth Stojanik, motion carried.
9. Set next meeting date and location: May 25th, 2023 at the Ellinger City Hall building on 101 W. Shumacher St., Ellinger, Texas.
10. Motion by Joseph Lamer to adjourn, 2nd by Kenneth Stojanik, motion carried.
