Meeting Minutes 11/20/25

City of Ellinger Minutes from the meeting of the City of Ellinger held on November 20, 2025.

            Attendance:              Mayor Matt Mikulenka

Commissioner Cullen Weishuhn

Commissioner Kenny Stojanik

            0 citizens were in attendance.

1.      Meeting was called to order by Mayor Matt Mikulenka at 6:00 pm at the City of Ellinger City Hall.

2.      Pledge of Allegiance was recited to the United States Flag and to the Texas Flag.

3.      Invocation was presented by Mayor Matt Mikulenka.

4.      Public Comment:   No Public Comment.

5.      Minutes from the previous meeting were read by Cullen Weishuhn.  Motion to accept the minutes as read were made by Matt Mikulenka motion was ^2nd by Cullen Weishuhn.

6.      Treasurer’s report was recited by Kenny Stojanik. Motion to accept the report and pay all bills was made by Cullen Weishuhn motion was ^2nd by Matt Mikulenka.

7.      Old Business:

a.       No old business.

8.      NEW Business:

a.       An update was given by Mayor Matt Mikulenka on the current GLO Drainage Project.

b.      Discussion was had on how to inform city residents on the upcoming drainage improvement project. It was decided that letters will be sent to every citizen as we get closer to the construction kick off.

c.       Discussion was held on a City R.O.W. encroachment and a proposed force main. Cullen Weishuhn made a motion that the proposed force main will have to be constructed wholly on the landowner’s property; motion was 2^nd by Matt Mikulenka.

Cullen Weishuhn made a motion to charge an annual fee of $2,500 a year over a span of 30 years to the landowner of the proposed building encroachment; motion was 2^nd by Matt Mikulenka.

d.      Matt Mikulenka made a motion to schedule the next meeting for December 18, 2025,  motion was 2^nd by Kenny Stojanik
