City of Ellinger Minutes from the meeting of the City of Ellinger held on August 27, 2026.
Attendance: Mayor Matt Mikulenka
Commissioner Cullen Weishuhn
Commissioner Richard Minar

1. Meeting was called to order by Mayor Matt Mikulenka at 6:00 pm at the City of Ellinger City Hall.
2. Opening invocation was presented by Mayor Mikulenka
3. Motion was made by Mayor Mikulenka to open the meeting. Motion was 2nd Commissioner Minar.
4. Public Comment: No public Comment
5. Meeting Minutes: Meeting Minutes were presented by Cullen Weishuhn from the July 23rd meeting. Motion to accept the minutes as read was made by Matt Mikulenka, motion was second by Richard Minar.
OLD Business: No Business
NEW Business:
1. Motion to review and approve all bills was made by Matt Mikulenka, Motion was 2nd by Cullen Weishuhn. Motion passed 3-0
2. The 2025-2026 city audit prepared by Trlicek Co. was reviewed. Motion to approve said audit was approved by Cullen Weishuhn. Motion was 2nd Richard Minar. Motion passed 3-0
3. Consider, Discuss and Approve authorization to issue requests for proposal for administrative services (RFP) and requests for qualifications for engineering services (RFQ) for grant community application and implementation services for Texas Community Development Grant Program for FY2027 and/or FY2028 Community .Development Fund as administered by the Texas Department of Agriculture. Motion was made by Matt Mikulenka to start the application process for said grant. Motion was 2nd Richard Minar. Motion passed 3-0
4. It was decided to table the proposed Resolution #40 until we get the proper wording together and the right percentage.
5. Discussion was continued on the preliminary City Hall Building plans presented by Hahn Construction. Motion was made by Cullen Weishuhn take the building plans to an interior designer so that the City can get a complete quote of the new city hall building. Motion was 2nd by Richard Minar. Motion passed 3-0
6. Motion to adjourn the meeting was made by Mayor Mikulenka. Motion 2nd by Richard Minar. Motion passed 3-0
