City of Ellinger Minutes from the meeting of the City of Ellinger held on October 24, 2024.

1. Meeting was called to order by Mayor Matt Mikulenka at 6:00 pm at the City of Ellinger City Hall.
2. Pledge of Allegiance was recited to the United States Flag and to the Texas Flag.
3. Invocation was presented by Mayor Matt Mikulenka.
4. Public Comment.

5. Minutes from the previous meeting were reviewed. Motion by Kenny Stojanik to accept the minutes as read, 2nd by Cullen Weishuhn, motion carried.
6. Treasurer’s report was given. Motion by Cullen Weishuhn to consider and take appropriate action to approve payment on all appropriate bills and expenses, 2nd by Kenny Stojanik, motion carried.

8. NEW Business:
a. Discussion was held on the latest for the TDA funding. It was announced that the City is open for bids until Nov. 15th, 10:00 am. A motion was made by Matt Mikulenka to schedule a special meeting on Nov. 19th to review and approve bids. Motion was 2nd Cullen Weishuhn.
b. A draft inter-local agreement with Fayette County was reviewed. Matt Mikulenka made a motion to go ahead and send the draft to several County dignitaries to review and make changes if necessary. Motion was 2nd by Kenny Stojanik.
c. It was discussed that a property owner on the eastern edge of town was interested in purchasing some unimproved city streets and alleys from the City for conservation purposes. It was decided that the city needs to gather more information on the matter
d. Discussion was held on partnering with a 3rd party to assist the City on grass mowing and maintaining is ROW’s, alley’s and block, on an as-needed basis. Motion was made by Matt Mikulenka to go out for bids. Motion was 2nd by Cullen Weishuhn.
e. Discuss, consider and adopt a resolution authorizing the submission of a Texas Community Block Grant program application to the Texas Department of Agriculture for the 2025-2026 Community Development Fund. Motion was made Matt Mikulenka to approve and accept said resolution. Motion was 2nd by Cullen Weishuhn.
f. Set next meeting date and location: November 19, 2024 (same as special meeting) and the meeting date after that to December 19, 2024 at the Ellinger City Hall building on 101 W. Shumacher St., Ellinger, Texas.
g. Motion by Matt Mikulenka to adjourn, 2nd by Kenny Stojanik, motion carried.
